Bethany Waters

Digital Marketing and Design Director


Beth is the full stack web developer for UPC.  Previously, she worked in Utah’s cannabis industry as the Marketing Director for a large Cannabis Pharmacy in Salt Lake City.
She is passionate about plant medicine legalization and accessibility as well as education for patient informed choice.
Beth loves the outdoors and spending as much time around nature as possible. Since most of her time is spent inside, behind computer screens, she brought the outdoors to her and cares for over 120 thriving houseplants and tress in her Herriman home.
Beth is a self proclaimed hippie balancing a techie life.  She and her husband are high school sweethearts since age 15. Together they have 3 pretty great kids and a big, fat, and very loved dog named Piper.

Kylie Shumway, PharmD

Medical Director


Kylee has a Doctorate of Pharmacy from Roseman University of Health Sciences with 6+ years of clinical experience specializing in compounding pharmacy, bio-identical hormone replacement therapy, and Medical Cannabis where she leads educational efforts in the community and with Utah patients.

Kerra Davis

Utah Patients Subsidy Program


Kerra has been in the industry for over two years getting her start in one of Utah’s largest pharmacies. She worked directly with patients, led and trained associates as the medical cannabis program got its start.
She loves helping patients with the subsidy program get the relief and help they need through medical cannabis. In her free time she loves spending time with her husband of 17 years and 3 boys.

Haley Estelle

Outreach and Public Education Specialist


Haley Estelle (MBA)  has over 9 years of experience working with non-profits and  a background in public service; previously  for municipalities in Arizona and then an architecture and engineering firm as Community Outreach Section Lead (working with tribal, local, county, state and federal transportation agencies across the southwest).

 Haley is currently semi-retired living in Layton with her husband and two dogs. She is a franchise owner (Ellie Mental Health Davis County) and small business owner (Virtual Meeting Consultant Group).

She has two adult children and is enjoying empty nesting. She enjoys traveling, mountain biking, hiking, boating, camping… anything that can get her outside.
